Mandel Coulter brings a unique combination of tactical leadership, disciplined execution, and profound community empathy to the California Clean Slate Program. A former Deputy Sheriff and Coroner III, Mandel spent years operating within complex, high-stakes public safety systems. Transitioning his commitment to service into systemic community advocacy, he later served as a Substance Abuse Counselor within local treatment facilities and pursued specialized behavioral science and counseling studies at Modesto Junior College. This rare continuum of experience—from public safety systems to frontline behavioral health—drives his passion for engineering the critical path from crisis to self-sufficiency.

Blake Macwood steers the fiscal governance, financial reporting frameworks, and strategic capital allocation for the California Clean Slate Program. With a strict emphasis on financial transparency and compliance controls, Blake ensures all grant capital, corporate sponsorships, and philanthropic donations directly optimize frontline community infrastructure. He maintains oversight of the organization's budgetary checks and balances, risk mitigation, and long-term asset management protocols.
Richelle Laquerre manages corporate compliance, official archives, and legal governance records for the corporation. Richelle is responsible for validating that all organizational acts, regulatory state filings, and corporate resolutions strictly align with California public benefit corporation statutes. Her rigorous focus on institutional administrative standards ensures the clear transparency metrics required to seamlessly pass independent foundation audits.
The California Clean Slate Program is a registered California Nonprofit Public Benefit Corporation officially incorporated on May 8, 2026. Our independent Board of Directors operates under formal corporate bylaws and a strict Conflict of Interest Policy to maintain total fiscal integrity and operational accountability. The organization is a recognized 501(c)(3) public charity and all financial contributions are fully tax-deductible under IRC Section 170.
